No. Our own principal is a practising chartered engineer, so the person who signs it can explain it if anyone asks.

A practising chartered engineer, in house
A chartered engineer certificate has to be issued by a practising chartered engineer, and ours is issued by our own rather than being outsourced. That matters for turnaround and it matters when the recipient asks a follow up question.
The certificate states what was inspected, on what date, and the engineer credentials, because that is what the recipient verifies.
What Delhi clients use it for
Customs clearance and machinery condition at the inland container depot, valuation of imported second hand plant, useful life certification for a lender, structural condition after damage, and project certification for a bank release.
