The government rate here is the collector rate
Haryana does not use the Delhi words. The official minimum value of a property in Gurugram is the collector rate, set by the district administration for each sector and colony. Stamp duty is charged on the agreement price or the collector rate, whichever is higher.
The collector rate is a floor, not a valuation. Two floors in the same DLF block can differ widely in real value because of the floor level, the plot frontage and how recently the building was rebuilt. Four kinds of property, four kinds of file
Builder floors. In DLF phases, Sushant Lok and South City, one house is often rebuilt as three or four independent floors, each sold separately. Valuing a floor means valuing its share of the land, its share of the roof rights and the construction, not just its carpet area.
HSVP sector plots. Plots allotted by the Haryana Shehri Vikas Pradhikaran, which used to be HUDA. A sale or a transfer to heirs needs the authority's permission, and the file has to show the allotment and conveyance history.
Group housing towers. Golf Course Road, Golf Course Extension, Sohna Road and the Dwarka Expressway. Value turns on the project, the tower and whether the occupation certificate has been issued.
Old Gurgaon and village land. Houses in the old town and in lal dora abadi areas, and farmland held in the jamabandi. The title is usually the hard part, and it decides what the property can actually sell for.
What people here come to us for
- Selling a property bought before 2001. A capital gains valuation fixing the 1 April 2001 value, which matters a great deal in a city that was mostly farmland in 1990.
- A floor or a house left to the family. An inherited property valuation for division, sale or the HSVP transfer.

Gurugram questions we hear most
- Is the collector rate the value of my property?
No. It is the minimum the state accepts for stamp duty. In most of Gurugram the market value sits above it, sometimes far above. A valuation report states the market value and shows the sales that support it.
- Can you value just one floor of a builder floor house?
Yes, and it is most of what we value here. The report sets out the floor's share of the land and roof rights alongside the construction, because a floor is not simply a flat.
- My plot is in an HSVP sector. Does that change anything?
It changes the paperwork more than the value. Transfers need the authority's permission, so the report records the allotment and conveyance details the authority and the buyer will both ask for.
