Government approved property valuers in Chandigarh
Chandigarh is one city on the map and three jurisdictions on paper. A house in Sector 18, a flat in Mohali and a plot in Panchkula sit a few kilometres apart and answer to three different sets of rules. We value across all three and sign reports that the Estate Office, banks, courts and tax officers accept.

The tricity, and why it matters
Chandigarh is a Union Territory, with its own collector rates and its own Estate Office. Mohali is in Punjab, with Punjab's stamp duty and its development authority. Panchkula is in Haryana, with Haryana's collector rates and sector plots allotted by the Haryana Shehri Vikas Pradhikaran.
The same buyer, buying the same size of house, pays a different duty and follows a different transfer process depending on which side of a road the house stands. A valuation has to start by being clear which jurisdiction it is in.
Most sector property here is leasehold
Inside Chandigarh, much of the residential property was allotted on lease by the administration. Before such a property can be sold, the Estate Office has to give permission, and a share of the increase in value since allotment has to be paid. The Estate Office also converts leasehold property to freehold for a fee worked out on the collector rate.
So a fair valuation of a leasehold house states whether it has been converted, and what the next owner would have to pay to complete a transfer. Two identical houses can differ in real value just on that.
The older sectors carry heritage rules
Sectors 1 to 30 were planned as the original city and are protected. A 2023 Supreme Court ruling stopped single houses there being broken up into separately owned apartments. That matters most when several heirs or buyers each want their own floor, which elsewhere in north India would be routine.
What people here come to us for
- Selling an old sector house or plot. A capital gains valuation, often at 1 April 2001.
- A house left to several heirs. An inherited property valuation for the division and the Estate Office transfer.
- A bank loan. A bank format report, with the leasehold position stated.
- A dispute. A court valuation, often for a matter in the Punjab and Haryana High Court, which sits here.
Current Chandigarh, Punjab and Haryana stamp duty rates are in our stamp duty calculator.
Areas we cover
Every Chandigarh sector, Manimajra, Mohali and its phases and sectors including New Chandigarh, Zirakpur, and Panchkula.
Chandigarh questions we hear most
- My house is leasehold. Should we convert it to freehold before selling?
Often it helps, because buyers and banks prefer freehold, and conversion removes the transfer permission step. Whether it pays depends on the conversion fee against the value it adds, which a valuation helps you judge.
- Can my father's house in Sector 9 be split into floors for us?
Not into separately owned apartments, since the 2023 ruling. Heirs can still own it jointly, or one can buy the others out. The valuation is what makes that fair.
- We are in Mohali. Do Chandigarh rules apply?
No. Mohali is in Punjab, so Punjab's duty and its authority's rules apply. We value there too, and the report says which rules it was prepared under.
