Property valuation in Navi Mumbai

Navi Mumbai was built by CIDCO on land it leased out rather than sold. That one fact sets it apart from Mumbai across the creek, and since July 2025 there has been a way to change it.

CIDCO leasehold

Most Navi Mumbai plots, and the societies built on them, hold their land on lease from CIDCO. Selling a flat has meant paying CIDCO a transfer charge, on top of stamp duty, and getting its permission. A valuation that ignores that cost overstates what a buyer will pay.

The freehold option

In July 2025 the state allowed residential plots allotted by CIDCO to be converted from leasehold to freehold, for a charge based on a percentage of the ready reckoner rate. Conversion is optional. Once converted, later transfers no longer pay CIDCO a transfer charge. The report states whether a property has been converted, because it changes the value.

What we value here

Society flats in Vashi, Nerul, Sanpada and Belapur, newer towers in Kharghar, Kamothe and Ulwe, row houses, and plots in the nodes. Values around Ulwe and Panvel have been moving with the new airport, though unevenly, and the report relies on actual registered sales rather than headlines.

Redevelopment

Many older CIDCO buildings are now in redevelopment. Members need to know what their existing flat is worth, and what the offered new flat will be worth, before they sign.

Society share certificates

As in Mumbai, a Navi Mumbai society flat is usually owned through shares in the society, and the share certificate is a key title document. A missing or unendorsed certificate slows a sale and a loan alike, so the report records it.

Should our society convert to freehold?

It depends on the charge against the value gained. Freehold removes future transfer charges and usually sells more easily. A valuation helps the society decide.

Does the airport raise my flat's value?

It has moved some areas more than others. Proximity alone is not evidence, so the report uses real sales nearby.

We are selling our CIDCO flat. What does the buyer pay on top?

Stamp duty, plus CIDCO's transfer charge if the property is still leasehold. The report notes the tenure so the price you agree accounts for it.
