What does valuer empanelment mean?

People searching for a valuer keep running into this word without anyone explaining it. Here is what it means and why it matters to you.

If you have been comparing valuers, you have probably seen the word empanelment somewhere and moved on without really knowing what it meant. It matters more than it sounds like it should.

What empanelment actually is

A bank, a government department or a public sector company cannot let just anyone value the property behind a loan, a tender or an official record. So each of them keeps a panel, a checked and approved list of valuers whose reports they will accept without a second opinion.

Getting onto that panel is empanelment. It is done once, reviewed periodically, and it is separate from the government approval a valuer already needs to practise at all.

What a valuer needs to qualify

The exact rules vary a little from one bank to the next, but the pattern is consistent across almost all of them.

Most panels run for about three years at a time, with performance reviewed along the way. A valuer who is careless or who inflates figures does not stay on a panel for long, which is part of why the list exists in the first place.

Why this matters to you, not just to the valuer

If your valuer is already on your bank's panel, your loan file moves faster because the bank does not need to independently verify who prepared the report. If they are not, the bank may still accept the report but often wants it countersigned or reviewed, which adds time you probably do not have.

So the honest question to ask a valuer is not just whether they are government approved, most claim that, it is whether they are on the specific panel your bank uses.
