Delhi Circle Rate Calculator

Choose what you are valuing, your colony category and the size, and this applies the Delhi government's own circle rates to give the minimum value the property can be registered at.

Nothing you type here leaves your browser.

How Delhi works out the circle rate value

The Delhi government does not publish one price per colony. It publishes a handful of rates and a method, and the minimum value of your property is what that method gives for your measurements.

For a house it is two sums added together. The land is valued at the rate for your colony's category. The building is valued at a construction rate for the same category, reduced for its age.

For a flat it is a single sum. The notification sets one rate per square metre of plinth area, which rises with the size of the flat and already includes the share of land.

The letter for your colony comes from the notified list. If you do not know it, the Delhi circle rate finder gives it for the colonies we are asked about most.

The official rates this calculator uses

Land and construction, per square metre

CategoryLand, residential useConstruction, residentialConstruction, commercial
ARs 7,74,000Rs 21,960Rs 25,200
BRs 2,45,520Rs 17,400Rs 19,920
CRs 1,59,840Rs 13,920Rs 15,960
DRs 1,27,680Rs 11,160Rs 12,840
ERs 70,080Rs 9,360Rs 10,800
FRs 56,640Rs 8,220Rs 9,480
GRs 46,200Rs 6,960Rs 8,040
HRs 23,280Rs 3,480Rs 3,960

Land used commercially is valued at 3 times the residential land rate. Industrial land is valued at 2 times, and public utility land such as a private school, college or hospital at 2 times.

Age of the building

The construction figure is multiplied by a factor for the year the building was completed.

Year of completionFactor
Before 19600.5
1960 to 19690.6
1970 to 19790.7
1980 to 19890.8
1990 to 20000.9
2000 onwards1

In category G and H colonies only, construction is also multiplied by 1 for a pucca building, 0.75 for semi pucca and 0.5 for katcha.

Flats in buildings of up to four storeys, per square metre of plinth area

Size of the flatDDA or group housing, residentialUsed commerciallyFactor in a private colony
Up to 30 sq mRs 50,400Rs 57,8401.1
Above 30 and up to 50 sq mRs 54,480Rs 62,5201.15
Above 50 and up to 100 sq mRs 66,240Rs 75,9601.2
Above 100 sq mRs 76,200Rs 87,3601.25

In a building of more than four storeys the rate is Rs 87,840 per square metre for residential use and Rs 1,00,800 for commercial use, whatever the size of the flat. A private builder's flat in such a building carries a factor of 1.25.

Source: Delhi government notification No. F.1(953)/Regn.Br./Div.Com./HQ/2014/5943, in force from 23 September 2014, read the official copy. A temporary 20 percent cut in these rates was withdrawn from 1 July 2022, so the full rates apply. Last checked 5 November 2026.

A worked example

Take a 200 gaj house in a category D colony, completed in 1995, with 3,000 square feet of covered area across its floors.

The plot is about 167 square metres. At Rs 1,27,680 per square metre, the land comes to about Rs 2.14 crore.

The covered area is about 279 square metres. At Rs 11,160 per square metre, reduced to 90 percent because the house was finished in the 1990s, the building adds about Rs 28 lakh.

So this house cannot be registered below about Rs 2.42 crore. Stamp duty is charged on that figure or on the agreed price, whichever is higher.

One floor, not the whole house

Most sales in Delhi colonies today are of a single floor. The notification handles that by giving the floor a share of the land in proportion to its covered area, and adding construction on that floor alone.

So in a house with four equal floors, each floor carries a quarter of the land. The top floor and the ground floor come out the same, even though the market rarely prices them that way.

When the price is below the circle rate value

The circle rate value is a floor for registration. If the agreed price is lower, the buyer still pays stamp duty on the circle rate value, on money that never changed hands.

The income tax rules follow the same figure. The seller can be taxed as though the property sold at the circle rate value, and the buyer can be taxed on part of the gap. This article explains the trap.

Where the circle rate is genuinely above what a property will fetch, an independent valuation report is how the lower figure is defended. It shows the real market value, backed by comparable sales.

What this calculator leaves out

Agricultural land has its own rates per acre, notified separately, so it is not covered here. Nor are industrial or institutional buildings, because the notification gives their land a factor but sets no construction rate of its own for them.

It also works on the figures you type. A wrong category or a guessed covered area gives a wrong answer, and the sub registrar goes by the documents, not by this page.

Finally, remember what the number is. It is the least the government will accept, not what the property is worth. In most good Delhi colonies the market sits well above it, and this guide explains the gap.

Questions people ask us

How do I calculate the circle rate value of a house in Delhi?

Multiply the plot area in square metres by the land rate for your colony category. Then multiply the covered area of all floors by the construction rate for the same category and by the age factor for the year it was completed. Add the two together.

How is the circle rate of a flat worked out in Delhi?

A flat uses one built up rate per square metre of plinth area, set by the size of the flat and the height of the building. A private builder's flat in a private colony carries an extra factor on top. The land is already included, so nothing is added for it.

What is the circle rate value of a builder floor?

The floor gets a share of the land in proportion to its covered area, plus construction on that floor alone. In a house with four floors of the same size, each floor carries a quarter of the land.

Are the 2014 Delhi circle rates still in force?

Yes, as at the checked date shown in the table on this page. The rates in force since 23 September 2014 still apply. A temporary 20 percent cut from 2021 was withdrawn from 1 July 2022, and the revision under review since 2025 has not been notified.

Does the circle rate value tell me what my property is worth?

No. It is the minimum the government will register the property at. Market prices in most good colonies are well above it. A valuation report is what establishes the actual value, with evidence. Here is how we prepare one.
