Property valuation in New Town

New Town, sometimes still called Rajarhat, was built on land developed by the state's housing corporation and given out on 99 year leases. That history shapes every sale, every loan and every valuation here.

Leasehold, with a way out

New Town plots were allotted on 99 year leases by HIDCO, the West Bengal Housing Infrastructure Development Corporation. Owners now have the option of converting to freehold by paying a one time charge worked out on the circle rate. A converted property sells more easily, and the report states whether yours has been converted.

Two bodies on every transfer

Selling a leasehold New Town property usually means a no objection certificate from HIDCO before registration, then a transfer fee and mutation with the New Town Kolkata Development Authority, which runs the township. A buyer counts those costs, so a valuation does too.

Flats in the large housing projects across Action Areas I, II and III, plots in the residential blocks, and offices near the IT and business districts. Many owners bought off plan and want to know what the flat is worth now, for a sale, a loan or a family arrangement.

Different from Salt Lake next door

Salt Lake leases run for 999 years and are held from the state directly. New Town leases run for 99 years and are held from HIDCO, with a freehold option. Neighbours, but not the same tenure, and not the same value.

Should I convert my New Town flat to freehold before selling?

Often worth considering, because freehold sells more easily. Whether it pays depends on the conversion charge against the value it adds, which a valuation helps you judge.

Who do I pay when I sell?

Usually HIDCO for the no objection certificate and NKDA for the transfer fee and mutation, on top of stamp duty. The report notes these so the buyer's offer makes sense.

I bought my flat off plan years ago. What is it worth now?

The report values it from recent resales in the same project and nearby ones, with the lease status and transfer costs taken into account.
