Nazul land: what it means and what it does to value

By Parish Rao · 16 October 2026 · 6 minute read

If your property papers mention nazul land, the land under your house belongs to the state government, not to you. That is common in the older parts of many towns in Madhya Pradesh, Uttar Pradesh and elsewhere, and it changes how the property is sold, mortgaged and valued.

What nazul land is

Nazul land is land owned by the state government, usually inside a town, that is not used for a government purpose. Much of it came to the state long ago, and over the years it was leased to private holders who built houses and shops on it.

The holder owns the building and holds the land on lease. The lease may be for a fixed term that needs renewing, and it may carry conditions about use and transfer.

Where you will meet it

In the older parts of many towns in Madhya Pradesh, including Bhopal, Indore and Jabalpur, and in Uttar Pradesh, Uttarakhand and elsewhere. Your property tax record, sale deed or lease deed will say if the land is nazul.

What it does to value

A narrower interest. A buyer gets the building and the lease, not the land outright. That is worth less than the same house on freehold land, by roughly what it would cost to convert or renew.

Renewal and conversion. If the lease has expired or is close to it, renewal may be needed before a sale. Several states run schemes to convert nazul leases to freehold for a fee. Where conversion is possible, buyers usually price its cost in.

Lending. Banks lend on nazul property, but they look at the lease, its remaining term and any permission needed to mortgage. A clean lease with a long term left is lent against comfortably. An expired one is not.

The rules differ by state and change

Each state manages its nazul land under its own rules, which have changed over time and continue to change. The office that handles it is usually part of the district administration or the municipal body. Before buying, selling or borrowing, confirm the current position of the specific plot with that office.

What a valuation report does here

It states that the land is nazul, records the lease terms and the remaining period, and values what the owner actually holds. Where conversion to freehold is available, it can also state the value as freehold, so the owner can see whether conversion is worth paying for.
